In the Halo Universe, why are there so few Sentient Species?

The Humans colonize over 800 planets, and we are supposed to believe that not a single one had a sentient race living on it? I would expect that we would come into contact with some group, even if it's primitive. The Covenant, albeit a bigger empire, have multiple species, why do we never find an independent one in our colonization?
